Living in the Languedoc:    Central Government:    The Constitution    Rationalised Parliamentary System

The Consititution lays down a requirement for a Parliamentary democracy, but a ratioalised Parliamentary system. If there is a difference, it is not immediately clear to a layman like me.
It is worth noting that a rationalised Parliamentary system is held to possess three major characteristics:
1) the governed choose the governors (in that an election leads to the handing over of power to the majority party)
2) the governors have the means of governing (in that the system ensures the stability and power of the majority bloc - not counting cohabitation presumably)
3) the governors are answerable to the governed (in so far as they may not be re-elected at the next election).
